Do you want to make a difference to the way that Hampshire delivers high quality statutory services to children and young people with SEND?
Hampshire are looking for an experienced Project Delivery Manager to deliver projects that enable the efficient and effective operation of the Local Authorities statutory responsibilities relating to SEND. This includes but is not limited to the periodic review of statutory SEND services, ongoing improvement of statutory processes and the translation of regulations, statutory requirements and policy into coherent service delivery.
The Role:
What you'll be doing:
- Delivering SEND projects which will include the development of full project initiation documentation and project plans, tracking and reporting against your delivery of plans to the Strategic Programme Lead. Tracking and reporting risks and issues that impact on your timely delivery.
- Project are likely to cover the following areas:
- Efficient and effective SEND statutory processes
- Improved operational management
- Efficient use of public funds and cost avoidance
- Improving consistency of service delivery across teams and services
- Performance improvement
- Embedding best practice
- Streamlining processes
- Supporting and coaching service managers in the above areas
- Leading on the translation of new and existing SEND regulations, statutory requirements and policy into coherent processes, standard operating procedures, guidance and documentation, in consultation with Legal Services
- Driving consistency across all statutory services for children and young people with SEND
- Developing effective and clear external and internal communications, including web pages about statutory SEND services, to spread consistent, best practice approaches and improve confidence in SEND services across the Local Area
- Developing and deploying targeted training and guidance to address development areas and ensure continuous performance improvement
What we're looking for:
- Degree level educated and / or relevant professional qualification and / or experience in a similar role
- Strong knowledge and understanding of SEND legislation and the SEND Code of Practice
- Strong project management and planning skills and experience
- A proven ability to translate legislation, regulations and policy into effective statutory service delivery, including the development of new business processes, standard operating procedures and guidance for staff and stakeholders
- Change management, business improvement and service design skills with direct experience in delivering and / or supporting business process change
- Organisational and structural design skills and experience
- Solid political awareness and a good understanding of the major issues affecting local government, including their impact on policy and process
- Experience of working in a large, complex and multi-disciplinary organisation
- Demonstrated ability to manage / supervise and/or coach others
- Experience leading or supporting training and capability development
- Ability to deal with ambiguity and complexity
- Strategic thinker supported by excellent interpersonal, stakeholder management and relationship building skills (communication, leadership, influencing)
- Ability to apply critical thinking and analysis to solve complex policy and process issues
- Expert proficiency in basic MS Office© software and other business systems
- Experience of working with senior leaders in education is desirable
