Location: Hollywater School
Hours: 30 hours per week, Term Time plus 2 weeks (flexible working pattern by agreement)
Reports to: School Business Manager
Salary: FTE £40,623 (Actual £29,744)
Purpose of the Role
The Compliance Manager provides strategic and operational leadership to ensure the school operates safely, compliantly and effectively across statutory and regulatory requirements. The role leads on Health & Safety, Fire Safety, Transport compliance, Hydro Pool plant safety and whole-school compliance assurance.
The role works in close partnership with the Business Manager, who retains responsibility for site oversight and line management of site staff (this may move to sit with Compliance Manager over time).
As a member of the Extended Leadership Team, the postholder contributes to whole-school leadership, risk management and continuous improvement.
Leadership, Governance & Risk Management
- Provide professional advice to the Headteacher and SLT on compliance, safety and operational risk.
- Create, maintain and regularly review the school risk register.
- Ensure alignment between the risk register and operational risk assessments.
- Prepare compliance and risk reports for Governors in collaboration with the Business Manager.
- Attend Governors’ meetings and committees as required.
- Prepare reports using web-based energy management platform and suggested improvements as requested by senior leadership team.
- Support inspection readiness (Ofsted / LA / HSE).
Key Responsibilities
Health & Safety
- Act as the school’s competent person for Health & Safety.
- Maintain and review Health & Safety policies and procedures.
- Centralise all school risk assessments, ensuring they are current, accessible and consistently applied.
- Provide assurance that control measures within risk assessments are implemented in practice.
- Ensure COSHH risk assessments are carried out and COSHH file contains up to date MSDs.
- Management of required Legionella processes & reporting
- Oversee PAT Testing & Reporting
- Oversee Equipment inspections and ensure all access equipment services are carried out and recorded.
- Maintaining an accurate log of key holders and ensuring they follow our security processes.
- Ensure site security is maintained through organising and monitoring arrangements for keyholding, locking and unlocking, controlling key accessibility.
- Ensure that Bad Weather and Emergency Plan/procedure is in place
- Monitor accidents and incidents including RIDDOR reporting.
- Ensure statutory Health & Safety training compliance (in liaison with HR Manager).
Fire Safety
- Oversee fire safety compliance.
- Ensure fire risk assessments are current and actions completed.
- Monitor fire drills, alarms, emergency lighting and evacuation procedures.
- Maintain accurate, inspection-ready records.
Site Development
- Organise specifications for larger works, obtain estimates, raise orders, check works and certify invoices for payment.
- Project manage capital developments on behalf of the school in conjunction with the Universal Services directorate.
- Liaise with other HCC staff as required e.g. electrical, mechanical and structural in the planning and execution of work on site.
- Lead on the development of school premises – plan building alterations, draw up plans and specifications and organise contractors- to enhance the facilities on the site.
- Prepare, review and implement a site development, security, improvement and maintenance programme for the school.
- Attend and provide advice to the governing body and senior leadership team on premises issues.
Transport Compliance
- Oversee safety and compliance of school transport arrangements.
- Ensure appropriate risk assessments and documentation are in place.
- Monitor driver compliance, training and safeguarding requirements.
- Ensure servicing and MOTs are carried out at the recommended frequency.
Hydro Pool & Specialist Facilities
- Oversee hydro pool plant compliance and safety systems.
- Carry out and record swimming pool checks after appropriate training. Ensure that the health and safety requirements have been met following the latest guidelines.
- Ensure water testing, legionella controls and servicing meet regulatory standards.
- Ensure contractor compliance records are maintained.
Cleaning Oversight (Operational)
- Work with the Business Manager to support day-to-day oversight of cleaning contractors.
- Monitor hygiene and cleanliness standards from a compliance and safety perspective.
- Escalate risks or concerns through Business Manager site processes.
